Information needed for a solar EPC quotation

A solar package cannot be priced from a service name. Say first whether the plant is ground-mounted or rooftop, then give the site location and access, the foundation type expected, and whether the requirement is a full EPC package or one work package inside a larger contract.

• Layout drawings, structural drawings and the single-line diagram, with the current revision number
• Bill of quantities or measured quantities — or a note that quantities are not yet issued
• Foundation type expected: driven pile, auger-bored, precast post or cast in situ
• Module and inverter make and rating, where already selected
• Which items are free-issue by the client and which sit inside the contractor package
• Testing and commissioning obligations, and who witnesses each test

Rooftop and ground-mount scope boundaries

Both are listed service areas, but the package boundary differs. Ground-mount work normally runs from site clearance and foundations through structure, module mounting and DC and AC cabling to the inverter and transformer yard. Rooftop work depends on the existing building: roof load capacity, waterproofing responsibility, penetration approval and roof access are for the client to confirm, and should be stated in the enquiry rather than assumed.

Civil, structure, module and electrical interfaces

Where these four trades are split between contractors, name the boundary for each one: who casts and releases the foundations, who sets out and aligns the structure, who supplies and torques the module clamps, and where the DC cable handover point sits. Interface dates matter as much as interface scope, because structure cannot start until foundations are released and modules cannot be fitted until the structure is aligned.

Material and installation responsibility

Material supply is not included as standard. Each enquiry should identify whether modules, structures, cable, combiner boxes, inverters and fixings are client-supplied or contractor-supplied, who stores them on site, who carries the risk of damage before installation, and who reconciles free-issue quantities at completion.

Inspection and handover documentation

Testing and handover responsibilities should be agreed before mobilisation. The existing service description includes insulation-resistance checks, polarity checks, earthing continuity, pre-charge checks, testing and commissioning. The applicable drawings, test formats, acceptance criteria and witnessing responsibilities must come from the approved project documents. Any performance reporting or O&M requirement should also state the reporting period, data source and contracted output basis. This keeps an EPC package separate from assumptions that have not been priced or approved.
